Paul Monaghan appointed co-chair of the Oxford Street Planning Quality Review Panel 25.06.26

Paul Monaghan has been appointed co-chair of the Oxford Street Planning Quality Review Panel alongside Simon Henley, co-founder and director of Henley Halebrown, to help support the Oxford Street Development Corporation’s planning function and promote ‘high-quality, sustainable design’.

Oxford Street in central London has faced significant challenges in recent years due to the impact of the pandemic, the rise of online shopping, and other longer-term changes in retail The Planning Quality Review Panel will provide strategic focus and long-term evaluation of proposals to transform Oxford Street into a world-class, global destination for shopping, leisure and events.

Over the past three decades, Paul has led numerous landmark projects including the redevelopment of Television Centre, 334 Oxford Street (the former Debenhams department store), social housing in Barking, New Scotland Yard, and Burntwood School, which won the RIBA Stirling Prize in 2015. He has also served as a Trustee and Ambassador for the Design Council and most recently has been appointed as Town Architect for Croydon by the GLA.
